Clean Car Bill Heads To Governor
by Chris Perone May 3, 2006 State Representative Chris Perone (D-Norwalk) is pleased to announce that both the House and the Senate passed sSB 660, An Act Concerning Clean Cars. In a bi-partisan vote, the house overwhelmingly passed the bill 145-3. Rep. Perone co-sponsored the legislation. This bill establishes a greenhouse gas (GHG) labeling system for cars by the Department of Environmental Protection (DEP) program. It also offers incentives to buy hybrid cars. "With gasoline over $3.00 per gallon and the fact that our environment is under severe strain from air choking pollutants, creating this incentive for our citizens to drive environmentally friendly vehicles is a significant first step towards a cleaner future," said Rep. Perone. The greenhouse gas labeling system applies to new motor vehicles sold or leased for the 2009 model year or later to have the label affixed in a visible location on the motor vehicle. The bill establishes a $5 fee on new motor vehicles at the time of registration, which is in addition to any other fees required for registration. The DEP commissioner must also establish or contract for a public education program about the labeling program. A DEP study is also required from the legislation, to determine ways to reduce GHG emissions. A "hybrid passenger car" is also redefined for a sales tax exemption on new vehicles purchased between October 1, 2004 and October 1, 2008. Christopher Perone is serving his first term as State Representative from the 137th Assembly District. He is a member of the Environment, Higher Education and Transportation committees. ### |
