Rep. Perone Introduces Legislation to Increase Affordable Housing in the State

State Representative Christ Perone (D-Norwalk) has introduced legislation in the General Assembly that would increase the amount of affordable housing in the state by creating incentives for municipalities to build this housing.

The proposed bill would establish a program of financial aid to be made available to municipalities that establish smart growth zoning districts that allow for the development of affordable housing. A smart growth zoning district is a district adopted by a municipality that overlays one or more zoning districts.

"This legislation is long overdue," Rep. Perone said. "Affordable housing is desperately needed in communities all over the state, but without some kind of financial lure, municipalities have no incentive to build it. This bill would create an increase in affordable housing stock in both large and small municipalities."

The proposal, if adopted, would require the Secretary of the Office of Policy and Management to establish a program of financial assistance in the form of grants-in-aid to municipalities that adopt smart growth zoning districts. The municipality can then use the grant for any purpose.

To be eligible, the smart growth district is required to provide residential use for families, individuals, persons with special needs and the elderly. Not less than 20% of the residential units must be affordable.

Rep. Perone added, "Time and time again, I hear from my constituents about the need for affordable housing in our state. This bill will offer a workable enticement to create this housing, and I plan on advocating the passage of this proposal through the legislature."

Rep. Christopher Perone is serving his second term representing the 137th Assembly District of Norwalk. He is Vice Chair of the Finance, Revenue & Bonding Committee, and is a member of the Education and Transportation Committees.
