Representative Perone's 'Stormwater Authority' Bill Signed Into Law By Governor Rell

A bill sponsored by Representative Chris Perone (D-Norwalk) to provide relief for the victims of flooding in both the city of Norwalk and in the state by creating a committee to handle relief efforts was signed into law today by Governor M. Jodi Rell. The bill, house bill No. 6856, "An Act Establishing A Municipal Stormwater Authority Pilot Program," sailed through the General Assembly last month by near-unanimous votes in both houses.

"I want to thank the Governor for her support of this crucial piece of legislation," Rep. Perone said. "It is very important for the city of Norwalk, and the state as a whole, to have the tools needed to repair and improve all inadequate infrastructures."

"Pollution caused by stormwater is Connecticut's next great challenge in our efforts to restore water quality, including in Long Island Sound," Governor M. Jodi Rell said. "In order to make progress, we must consider innovative approaches, and a municipal stormwater authority will allow our towns to do just that."

"Hundreds of people throughout Norwalk were hit hard in the heavy rainstorms that that have occurred over the last several years," Rep. Perone explained. "These citizens have lost personal possessions, family heirlooms, furniture and suffered serious property damage."

According to the language in the bill, the city of Norwalk will be included as one of the four charter towns to receive state funds from the newly-created authorities. This bill will also give municipalities the right to apply to the state Department of Public Works for Clean Water Funds.

Rep. Christopher Perone is serving his second term representing the 137th Assembly District of Norwalk. He is Vice Chair of the Finance, Revenue & Bonding Committee, and is a member of the Education and Transportation Committees.
