Democrats Budget A Winner For Norwalk
Rep. Bruce Morris April 13, 2007 State Representative Bruce Morris (D-Norwalk) hailed the Democratic state budget proposal as a win for taxpayers and a win for Norwalk. Under the proposal, taxpayers would see income and property tax cuts and municipalities could expect additional aid for education and property tax relief. The budget proposal includes an additional $769,246 for education and town aid over and above what Norwalk received for 2006 (a 5.9% increase). "Our budget makes a huge statement about our commitment to quality education," Rep. Morris said. "By increasing education aid to Norwalk we are easing the burden on town officials and most importantly, property taxpayers." Property taxpayers would also win due to an increase in the property tax credit on income taxes from $500 to $1000. Democrats also included an income tax cut for 90% for the state's residents – joint filers making under $150,000 would see their income tax rates drop from 5% to 4.75%. The tax rate would stay at 5% on incomes up to $150,000. The proposal would also enact an earned income tax credit for low income families. "Tax relief, more state aid and more money for health care – this budget is a winner on all fronts," Rep. Morris said. The Democratic plan also involves pumping $300 million into health care programs designed to help children and seniors. The HUSKY program would also be expanded to cover parents and pregnant women. A funding increase also goes to hospitals, physicians, clinics, dental care, vision, chronic disease hospitals and personal care assistants – the first such increase since 1989. "I was co-sponsor of the earned-income tax credit bill and was instrumental in including the credit in this budget," Rep. Morris said. "This budget also fully funds Town Aid for Roads." "Another initiative I worked on is the Summer Youth Employment Program which will receive increased funding in this budget," Rep. Morris added. "I am Chairman of the Norwalk Community Health center that provides care to our most needy citizens. I worked to ensure that funding to Community Health centers and School Based health centers is included in the budget," Rep. Morris said. Rep. Bruce Morris is serving his first term in the Connecticut General Assembly. He is a member of Housing, Human Services, and Judiciary Committees. ### |
